The Circular referred to in the 3rd paragraph of Mr. Orme's letter is the Eastern No. 76 enclosed in C.O.D.281/01. It reads "no details of the actual salaries to be attached to posts can as yet be given................The effect will be to fix the whole of Cadets' and Officers' salaries in Sterling instead of only half....................
